Alcohol to go will continue in CT until 2024


To-go alcohol sales, implemented on a temporary basis by executive order during the pandemic to help Connecticut restaurants recoup revenue during indoor dining shutdowns, have been extended until June 4, 2024. 

The legislation, passed in June, allows certain alcohol permittees to sell and deliver alcoholic beverages that they currently sell for on-premises consumption. Orders must be accompanied by food.

The bill limits each order per customer to 196 ounces of beer, one liter of spirits and 1.5 liters of wine. To-go alcohol can only be sold or delivered during the hours package stores may operate under state law.


The bill allows alcoholic liquor to be sold and delivered in containers other than the manufacturer’s original sealed container, as long as it is securely sealed, and does not include a lid with sipping holes or openings for straws. The containers must be placed into bags.


The liquor permittee’s direct employee must make the deliveries unless a third-party delivery vendor or entity holds an in-state transporter permit.

Scott Dolch, executive director of the Connecticut Restaurant Association, praised the decision Friday, saying it would help the state’s restaurants recover.

“It’s no secret that Connecticut’s restaurant industry was among the most immediately and most dramatically impacted when the pandemic hit, and that thousands of local restaurants closed down permanently over the past year,” Dolch said in a statement.

“As our industry now works tirelessly to get back to normal and get more Connecticut residents employed, new changes like alcohol to go will be extremely helpful in those efforts,” he said. “It’s one more tool we have as we engage with our customers, which in turn will benefit state and local economies. We’re very appreciative that the Governor took this step by Executive Order, and that the General Assembly subsequently passed it into law.”

To-go alcohol sales have become permanent in nearly a dozen states, as of May 2021, and in June, Massachusetts extended to-go beer, wine and cocktail sales through May 2022. But last week, across the border in New York, the state legislature walked away from legislation that would have extended to-go sales. Beverage manufacturers, distributors, and restaurants expressed disappointment and anger as the state executive orders for to-go beverages, delivery and shipping expired.
